HELLO FRIENDS. this is batty, player of your resident Emotionless Ninja Sai, bringing you her second character, Shuusei Kagari from Psycho-Pass, a canon that's like a combination of 1984 and the Minority Report.

Continuing my trend of characters with depressing childhoods, people in Psycho Pass's terrible cyberpunk dystopia Japan are constantly measured on their mental stability and propensity to commit a crime, and Kagari here was flagged as a latent criminal at the tender age of 5. He spends 15 years in an isolation facility before he's finally given the opportunity to work for the Public Safety Bureau as an Enforcer, which is exactly as screwed up as it sounds.

For those who are canon familiar, he's coming in from after Makishima's funtime murder maze party after episode 11, but before Akane's memory scoop or the helmet riots.

UNLIKE SAI, though, this one actually has social skills. For the most part. He's basically a walking human shitpost and pretty much an "internet troll" type personality to a tee, but he's also fairly easygoing and a good friend.
