Thrawn is hitting up the Artisan District, and good luck getting him to leave because he's going to die there and be buried there and his children's children's children will live on appreciating every last bit of art that the district has to offer.

All right, fine, maybe that's an exaggeration.

The point is, Thrawn is going to start his exploration in the Artisan District, and do his best to both gather information about the Empire of the Crashing Wave, as well as measure the amount of peace or unrest left behind in the wake of Empress Youmi's announcement.

Considering his investment in the current political climate, however, he'll tear himself away to accept Lord Doro's information— and absolutely get his hands dirty in the resulting skirmish. His own personal goal would be to capture and subdue one of the ronin (don't let his formality fool you, he's vicious when it comes to hand-to-hand combat) but he could use some assistance in separating one or two fighters from the fray so as to bring them down without killing them, and with a fire sparking nearby, it'll be hard to lock down a prisoner alone.

Aside from all this, Thrawn is a miltary official who has no interest in needlessly taking lives: if your character needs guidance or reassurance during the later skirmishes, or wants someone to help strategize ways to suppress the fighting, I'd be happy to slide this alien nerdlord in to make it so.
